This is a known issue. Anewsome or myself started a post a while ago. One thing is certain, you can't change the usb port that you installed the drivers on, that will make it happen every time. It doesn't happen to me every time I reboot, it's actually become more infrequent lately but it does happen too often. If you search I believe the general forum you can find out what everyone said. Someone said it was a windows issue. Every time must be annoying. Try and uninstall the drivers first next time then install. That seemed to help a little...although I have no idea why.
 
I 2nd that. Use the same USB all the time.. My HDC acts the same way.
