Why does VDJ only allow the max bitrate to be 128 for streaming, OBS you can use 192 or 320?

Just use the drop down to set higher.. Where the recommended presets for the platform are. Some goes higher, others not.
But you can set your own custom bit-rates in settings, and higher than the "preset recommendation" (check if provider allows first perhaps)
Keep in mind its AAC encoded audio, not 1:1 comparison to mp3 bitrate

And typically the platform dont recommend higher either ;-) (some might not even allow)

mine recommend 192 audio and 2000 video bitrate, can't see where i change that. Default high is 128 and 4000.
If 128 aac is same as 192 mp3, can i use the high setting but change video bitrate to 2000, not default 4000? also not have 1920x1080 rather 1280x720p
Apperas i can set VideoQuality to custom of 2000 and broadcast quality set to high (128) but can't see anywhere i can increase the 128.
But on that image it says 128 aac is not good although that is the highest setting on vdj???

That looks to me like a very old chart. Most people now would not recommend using VBR.
Also, low bitrate doesn't necessarily mean it will sound bad. People listen to music on their tinny phone speakers and use cheap earphones. They don't care.
I doubt you will get listeners complaining that you're not playing master quality audio.

Not everyone listen on phones, some use nice expensive speakers. 128 just looks like something we would have used 10 years ago and no way to increase it in vdj

Not sure who made this table, but in most listening tests, at 128 kbps even mp3 is 'good but perceptible' and both ogg, opus and aac are close to imperceptible.
https://listening-test.coresv.net/results.htm
Anyway, you can choose 'custom' as quality, and then modify broadcastVideoQualityCustom in options.
(First number after @ is video kbps, second is audio kbps)

Yes can change video bitrate, but no way to increase audio bitrate above 128

Why not?

Because there is no setting to change it, not in the same screen as the custom settings anyway.

Have a look here: https://www.bbc.co.uk/sounds/help/questions/about-bbc-sounds-and-our-policies/codecs-bitrates
The BBC are using 128k (and lower).

I prefer not to listen or follow anything the BBC tell us ;-)

broadcastVideoQualityCustom is in the same format as the non-custom formats:
800x450@500,96he
Resolution width x height @ video bitrate , audio bitrate
800x450@500,96he
Resolution width x height @ video bitrate , audio bitrate

so i would try for example 1280x720@2000,192

I don't think you know how good properly encoded 128kbit/s AAC can sound. It should good enough for any streaming business.
