Can't you already do that via normal screen share via Chromcast in Windows and MacOS?

Isn't Chromecast internet based?
I think that is one of the big differences between how Airplay and Chromecast work
In that case it's not your laptop that streams to Chromecast
Instead the laptop simply sends Chromecast a URL to stream from, and Chromecast handles the rest (and you can then actually turn off your laptop and leave Chromecast running)
So for that to work you will need to stream to somewhere public and let Chromecast "read" it from there
Like stream to Twitch and send the Twitch stream to Chromecast
