I'm using VDJ 8.2 b4204 on Windows 7 machine. Can I use an iPad 4 to remotely control VDJ with this set up? Or do I need to keep it apples to apples, pun intended?

Yes, you can use an iPad to control VDJ - regardless of what OS your computer is running!
