I am using Window 7. I may have checked "NO" once when prompted to download but never had a issue in the past doing the same thing.

same problem here on a vista pc. On my w10 laptop no problems.
On my vista pc I had "early build" unchecked for a few weeks and checked again last week. after then I had this problem.
On my laptop (w10) No problems at all. I didn't change any setting there.
