The action returns the position of the CUE marker on the jogwheel (values 0.0 to 1.0)
So if you use this on a controller with Leds around the jog or on a visual on the skin, it will show you on which position the jog will stop if you press the CUE button.
So if pressing the CUe button the Jog returns to 9 o clock position, the action returns 0.75
