When I turn on the mic I will get a ring that builds. The speakers are in front of me... it seems like the gain is at 10000% or something.
I am using an SM58 connected thru xlr into the rmx2.
Also, when I hit the button to speak it lowers the music volume so much that it seems annoying ... I don't want to kill the floor with announcements.. this second part is non-issue right now, it would be nice to solve but the ringing has got me worried!

A "ring that builds" is commonly known as feedback.
It's caused by the mic picking up the sound of itself from your speakers, which it then amplifies and sends to the speakers again, causing a loop. The solution is to lower the volume of the mic or your speakers, or to keep the mic away from the speakers - point it away or move the mic further back, or speakers further forward.
The speakers should also face away from the mic - you should stand behind them, keeping the high frequencies away from the mic. You can get feedback with low frequencies too if the volume is loud enough.

The speakers are in front of me, and the mic volume is at the lowest setting on the rmx2. That's why it's so weird... I cannot find a 'gain' setting anywhere for the mic... i figure it's the gain on the mic that is throwing out the volume range.

If the mic is "too hot" for the input it could simply be that the mic impedance is not suitable for the RMX mic input.
The SM58 is a low impedance mic, pro standard, whereas the RMX2 is (no offense) budget consumer grade kit, so is probably designed to use a high impedance mic.
You can simply use an impedance matcher/convertor (low to high) in-line to solve it.

RMX has no pre amp in it, it's just a midi controller, I always assumed the mic input was for a computer/digital mic.

The RMX 2 has a mic pre amp and sound card built in. Hercules do not provide impedance data for the mic input but do state that it uses a balanced Combi XLR/Jack input.
It is possible that the combi Jack is set up for High Imp Jack or Low Imp Balanced XLR. are you using a Jack or an XLR cable on the SM57?
If you have a jack lead you could try swapping it for an XLR cable.
Groovin is spot on in that if you use a Low Impeadence Mic with a High Impedance input you will have exactly the symptoms you describe.

Your shure mic should have an adjustable DB setting. Check the manual, but I think all you have to do is turn it on and hold the power button until a dot appears in the display on the handset. This should set it at -10 db i believe. The other setting is for instruments or soft spoken word.

I have an RMX2 and do not have this problem. I have a Shure Beta 58, and even though at the lowest volume, you can get some sound, I can turn up between 9 to 10 o'clock at home. My monitors are right over me and I do not get that feedback. The latest firmware I have is 1.22 - 19, and the drivers I have are 1.76.0.0. To adjust the talkover, open the Hercules control panel, and set the talkover attenuation to -3 or -6 db. Also, have you tried a different cable?
