DJTechtools rewrote the firmware to send more midi messages as traktor only has 8 modifiers, They made it so the grid is now a hard shift that sends different messages depending on what mode you are in. Also some of the knobs send more than one CC and some send a note when you reach the end. All these things are easily achievable in VDJ without special firmware eg
do something the end of a knob
effect slider 1 & param_equal 100% ? effect button 1 1 : effect button 1 0
that is saying control the slider as normal and if the knob is at 100% press the effects first button otherwise if not on 100% release the button.
You can also change the amount a knob will control a slider, reverse how moving it affects the software. With things like that you can make bi-polar knobs that are off in the center and do something different on either side. In my idj mapping in the downloads section I four different bi-polar mappings on knobs

so does it make since to instal it for my 400...or are you saying i can acheive to same just tru virtual dj scripting

You should not install it because the VCI-400 will no-longer work correctly with VirtualDJ's native mapping if you do so, due to some of the MIDI messages being different (You would need to make your own updated definition and mapping for it.)
As above, thanks to the flexibility of VDJscipt, special firmware is not needed to achieve the functionality in VirtualDJ that the special edition implements for Traktor.
