is there a midi program that can some how identify ALL of the buttons and LEDs in a device and get their values/trigger/notes?
the "midi trace tool" and "vdj controll definer" don't seem to do what im wanting, i want to find ALL midi in and out signals for my device, not just the button presses. i'm trying to get some LED values

No, that's not possible. You can only find all these values by either obtaining the specification documentation from the manufacturer (If available - It's usually included in the user manual if this is the case) or by trial and error with a MIDI monitoring tool.
Button LED's will in most cases normally have the same MIDI note number as the button.
