i have an old ION Discover DJ and a Vestax Typhoon which are both 2 deck controllers.
i am curious if you can plug them both in and use the Vestax Typhoon on decks 1 and 2 and use the ION Discover DJ for decks 3 and 4

In LE this is not possible. It will only work with the controller that it came with.
However, in the full Pro, you can use two or more controllers at the same time and assign them to control different decks. With a 4 deck skin, VDJ will by default assign one controller to decks 1&2 and the other to 3&4. You can use the sound card in the Typhoon for your headphone pre-listening and master output.
If you have VirtualDJ LE, you can upgrade at a discount by going to http://www.virtualdj.com/buy/index.html

i have used pro on my friends computer and he wants to know how to also because i have a controller and so does he so we want to know how we could set it up for 4 decks
we already have the skin and controllers.
it would be great if you could post a small tutorial on how to do this

He just needs to plug in the appropriate controllers, assuming they are natively supported (See http://www.virtualdj.com/wiki/Is%20MIDI%20controller%20NAME%20supported%20by%20VirtualDJ.html )
