you need to engage Beatlock to the Slave deck. You can find the beatlock function in the Scratch center panel (default skin), or use a sortcut mapped as

you could also use
goto : 'goto +16' will go forward 16 bars staying in time with where the track is currently playing, you can also use 'goto -8' to go backwards, you can use any number you like
goto_bar : put the song on its nth beat after the downbeat without loosing sync: 'goto_bar 4'
