FLX4 - master bleeds into headphones even when cue is off - playing both master and selected cue preview in headphones rather than just cue - Rekordbox works perfectly. Have audio set to controller, 1&2 for master, 3&4 for headphones, Macbook pro M1.

Is PHONES MIX (Nr.24 https://www.virtualdj.com/manuals/hardware/pioneer/ddjflx4/controls.html ) set at minimum position ? And Nr.28 MASTER CUE is disabled, right ?
If so, then try ...
- With your FLX4 connected, open Windows Sound Settings and select your computer's built-in sound card as the default audio device. For Mac OS it's in Audio Midi Setup.
- Open VirtualDJ again.
