the web site will not allow download of tools that work outside of virtual DJ and they can not be downloaded from within Virtual DJ because they do not come up there.

External tools are indeed no longer available from the VirtualDJ website.
The authors are free to make them available elsewhere and link to them on the forum though.

So what happens for people that reinstall and want to download them again?
Is there an actual reason for this because it doesn't exactly encourage 3rd party plugin development.

so you'll discover the download link only if you accidentally click on the "comment" link and furthermore the "how to install" link is in this case completely missleading + all the extensions that are "web only" are for the users searching from within the app virtually non existent.. this is not exactly stellar solution...

The plugins should no longer show up on the website either now.
The majority was very old and no longer relevant, a bunch were made by the team and will be moved to the relevant wiki or manual pages.
That leaves only very few tools with actual use, which could probably benefit from being actual vdj plugins and opened from within vdj as well.
