i wanted to know if i can use scratch bank as more of a sampler so that i have better control .

Sure, you can have as many banks as you like.
Press the options dot at the right of the pads area and select 'edit' to open the scratch bank editor.
There you can add new scratch banks, and you can drop songs on the pad buttons to select songs.
