i think that you should contact the author for permission before editing a skin , and charging for it

or it could be seen as cheating the author perhaps even offer a cut ,

the one who wants the skin to be resized should contact the author and offer the author compensation for his/her efforts.

if the author does not respond, then it's fair game. for all i know he/she is dead, a millionaire, or simply doesn't care.

i would charge about $400 for the skin. and it would be an entirely new skin based on another skin.

website developers build custom websites around $2,000 based on something their client has seen else where.

fair is fair. and this form of business is fair.

have you seen "OverFlow Ex" go compare that to mixstation.
