recently i've been playing around with jingles and loops in the samples screen.
even with the sample volume at max, it is very difficult to hear the samples. is this intended? or am i missing an option or slider or something?

Try this...fame settings...auto gain...always match
If not when your record your samples make sure you set the auto-gain to always 0db
