Sure would be nice to see skins that never made it through the rigrous tests and screenings. I for sure had one(My first skin) that never made it through the gates of heaven....now it's rotting in hell!!!

I uploaded a skin about two weeks ago, and have not seen it yet. Does that mean it wasn't good enough? Or do you get some kind of feedback, saying why it couldn't be posted on the site?

No, they didn't review it yet, at the time. Now it's on the skins page, and has been downloaded about 2400 times. :)
