When I use the faders and knobs on my controller, the corresponding controls in Virtual DJ on my laptop respond sluggishly or sometimes get stuck—even while a track is playing.

On second thought, it sound like you may be experiencing a controller pickup mode for the knobs/faders.
There are two options, controllerTakeoverMode and controllerTakeoverModePitch (read about them here, that control how the software responds to knob/slider changes in the event you load a song that puts the physical hardware out of sync with the software position in terms of settings.
By default I think they are set to Pickup (which means the software would only "Pickup" the hardware position value when you move the hardware knob/slider to match where the software left it at before the song change). This setting is beneficial if you want to adjust things, but not want an instant jump in value, especially if the hardware and software values are widely different.
If you don't wany this, set it to Instant, but be aware of what that means.
If that doesn't solve your problem, we may be talking about something else (hardware/connectivity issues).
