Ok folks I use virtual dj for broadcasting I contacted my server to see if they use a limiter to press my volume down they said no .so I streamed at all bit rates up to 360kbps .my volume can be not loud the limiter is pressing my music away below the 128kbps while I'm broadcasting at 320kbps . So is there away to prevent this limiter from stopping it to not flatten my volume to below it's standard I don't touch the gain there perfect just up the volume to get the 320kbps up .its annoying I wouldn't mind if limiter kicked in if say I was over 320 Kbps but it ain't .any ideas how to solve this? .

You seem to have misunderstood something here.
The limiter controls the audio level, to prevent overloads and distortion. It has no effect on bit rate whatsoever. An audio limiter cannot change the bit rate of a track.
If you're causing the VDJ limiter to kick in, then your output level is too high. There's no other reason it would happen.
