I was told the MIDI clock out for DMX lighting software would be better in v8 than in v7. Well, it is, but it's still off. What is it actually following and can I tweak it?

It follows the CBG - the beat grid that defines the track BPM, which is edited via the beat grid editor.
Basically, if the CBG is not aligned to the actual beat of the track, then the MIDI clock won't be accurate.

Thank you. I can work with that.

Also remember that by default the CBG is a fixed thing. It has one BPM.
If the track you're playing varies in BPM then the MIDI clock (because it follows the CBG) will drift.
The only solution is to go in manually to every track that has variable BPM (so most oldies) and add new anchor points at the parts where the BPM changes.
