What are the tools and or software used by the dev team to define the midi notes (definition / Mapper) of the new controller that it adds in virtual dj?
I imagine that it should not also use a simple XML editor for the Mapper and the miditrace style software to set the midi notes , the colours of the LEDs etc... ???

Everything is on that page.
You need an XML editor (basically even notepad can do it) and MIDI trace or HID trace tools that are available to download on their respective pages.
Other than that you will need the info on those pages and the documentation of the unit you want to define/map. For instance there's no default way to define colers of leds or even led on/off states between the various controllers.
Usually this info is provided from the controller manufacturer.
