WHY when I create a virtual folder does it always want to nest inside another folder. if I just want to make a virtual folder not nested, how?? sometimes I can and sometimes I cannot.. It seems whatever folder is selected is where it puts it under and I cannot move it out when that happens. Any ideas?

Its nesting likely because you have a folder highlighted. Once you create the folder simply click on it and drag it where you want in the list.
