im currently using the free virtual dj and wondering if i can mapp the pfl keys to both be on like i can with djuced software

You need to map one keyboard button as ..
deck 1 pfl
and another one as ..
deck 2 pfl

However, the default 2 Decks skin of VirtualDj will not show you when the decks are on PFL, as the buttons in the MIXER are assigned to show the selected deck (pre-listening only one deck at a time), so you will not have the visual of which deck is prelistened. The 4 Decks default skin will show that (different approach for pre-listening)

sorry should have said im using hercules dj air mixer with built in soundcard.
i could use both before but something has changed now when i select pfl it acts as a select button for the effects :/

The mapper is not available to unlicensed users, so you have most likely downloaded it from an illegal 3rd party source and may have an out-of-date version. You will also need to purchase the full VirtualDJ Professional to be able to use MIDI controllers.

Sorry I don't think I wrote it clearly
On djuced I can use both pfl buttons together
On vdj I downloaded free home and also mapper from hercules
I can't use both pfl's in this
Yes of course id love to buy the pro but the trouble Im having now im a bit dubious about spending a couple of hundred pounds if it doesn't work.

Two deck controllers by default are normally mapped to select one deck at a time for PFL because for most users, being able to select more than one at a time is only normally necessary for 4 deck controllers.
On a 2 deck controller, without making any changes you can simply use the headphone MIX knob to adjust how much of the master you hear in your headphones (E.g: Adjust it to half way and you will hear both decks equally.) If the controller doesn't have a headphone mix knob, simply use a skin that does such as the default VirtualDJ 4 decks skins.
Alternatively, change the mapping for the PFL button on the controller from select to pfl
