The author of this skin has set the download restriction. Unless he is willing to send it to you personally, unfortunately this skin will not be available to you.
You can always drop him a personal message, but do not be offended if he says no.
The only other way around this restriction is to find a friend with a credit card and purchase the pro version. I do know how difficult this may be, and wish you luck with this problem.
