You can assign a shortcut to turntable > skip beat. You can specify the value there.

Actually the value didn't let me set 0.5 beat skip, so I am not sure if it's possible.

I don't think it's possible. But regarding 0.5, values for half and 1/4 are usually 50 & 25 (from v3.4 experience).
