Is there any way to use TCV and Virtual DJ plugged into the phono input of your mixer and not the line input?

Turntable cartridges output audio signals at an extremely low volume level compared to other devices such as CD players, and indeed sound cards. This is why a line level signal plugged into a phono input sounds so loud and distorted - the phono channel on a mixer has to preamplify the signal to get the level up to volume. Phono inputs also tend to have some built in eq to compensate for pre-emphasis of certain frequencies during the mastering of the vinyl.

So to get your soundcard output into your phono input, the volume has to be dramatically reduced to stop it distorting, and the eq needs to be tweaked to match the RIAA standard. This can be done via a software plugin, or some attenuation resistors in the cable. But why do this at all? Low level signals are more likely to pick up noise and interference - the soundcard is designed to output at line level, so if your mixer has line inputs, you'd be better off to use them!
