How you create a timecode cd?.

Download the timecode mp3 and burn it to CD as an audio CD. There is a link at the top of this page that says download. Click that and navigate to "Other"
 
When I click on it, the file start playing in windows media inmediatly, so it doesn't give me a chance to download it.

right click on the link and chose "save target as" chose the destination folder and save it.

You'll have the timecode signal downloaded and from there you just burn it as an audio CD.
