So I know Spotify is a no go but Spotify's B2B version (Soundtrack Your Band) is licensed to be played out to the public as the cost of a subscription includes this.
Does this mean that a DJ with a "SYB" account would technically be able to play music via VDJ again?

It's Soundtrack Your Brand, not Band.
How exactly would you play it "via VDJ"? VDJ has no Spotify access built in, and you have to use their Soundtrack Player app.
Besides, it's not designed for DJs. The only way to play music is using their preset "soundtracks" (playlists).
