I can't seem to figure this out. I need some assistance please figuring out the connectivity /cabling and set up to make this work. There's no booth out on the mixdeck express, as i thought i could connect rca to that out and into the 1/8 line input on my laptop. Any advice would be appreciated, and i can give more specific details if it helps. thank you

You are thinking correctly. If there is no Booth Output, then the Master Output is the only record output, so you ll need to connect a Stereo to Stereo -Splitter (something like this in order to send one end to your Speakers and the other one to an input of a different sound card (e.g. your computer's built in ) in order to record.
Then you can either use a 3rd party software (like Audacity) to record your mix, or add a "record" line in the VirtualDJ Audio setup (as a record loopback) using the Input of that other sound card you used to connect it
