Does anyone know if it's possible to fade clips in the clip bank in and/or out? Right now all I seem to be able to do is a straight cut, which does not look all that great.
For that matter, I also do not see an ability to key clips (i.e. chroma key or luminance key on black), I assume this is also not possible, or am I missing a function / control somewhere?

Nope, clipbank is still a bit basic just now but does give you that extra option of showing vid clips for whatever purpose you want to use it for, you could if you haven't already done it add scotts (sbdj) random clipbank plugin which offers a better enchancement to the twelve clips.
But it would be nice to see a fader and other effects added if it were possible.

If you're competent enough to be able to do that, I'm sure you could write a whole new clipbank plugin from scratch. It's what I did with my (as yet unreleased) Videoclips plugin :)
