Hi. I'm looking for a replacement for Mixmeister - which I've loved for years but is now sadly too out of date to be reliable.
The way that I want to use Virtual DJ is to import songs (hopefully from Spotify?) and then spend a while building, mixing, editing a set, to then save as an MP3 and play offline. Can I do this with Virtual DJ?
And if I can, is it as intuitive as Mixmeister?

Not fully as the Mixmeister, but somewhat close you can get with the automix editor

Spotify isn't available in any DJ software. They withdrew from that market two years ago.
It's not possible (or legal) to record from streamed/rented music services anyway.
